Our the goal of the requirements gathering process must answer the “What?” questions.  Questions such as “What must the system do?” and “What must the system deliver to be successful”.  To achieve this goal, setting up an effective system for undertaking requirements gathering is critical to ensuring that the correct system is delivered at the end of the software development life cycle.

It is important during the requirements gathering process that an “at arms-length” separation is maintained from the technology that will be used to implement the requirements and produce the final system.  The requirements should be collected independent of the technology to ensure that the final delivered product is exactly what the business requires.  In saying this however, an understanding of the likely technology is useful for the requirements process as it can assist the requirements team to persuade the business away from requirements that cannot be implemented by the technology.
